Consultancy to Develop and Adapt a Modular Training Curriculum
Implemented by: Zambia Civic Education Association (ZCEA), Restless Development Zambia, Zambia Open Community Schools (ZOCS), Kindernothilfe (KNH) and Zambia Federation of Disability Organizations (ZAFOD).
Background
The Zambia Civic Education Association (ZCEA), in partnership with Restless Development Zambia, Zambia Open Community Schools (ZOCS), Kindernothilfe (KNH) and the Zambia Federation of Disability Organizations (ZAFOD), is implementing the European Unionfunded project entitled:
“Enhancing Civil Society's Role in Advancing Children's Rights: Supporting the Implementation of the Children's Code Act.”
The project seeks to strengthen the capacity of civil society organizations, communities, traditional leaders, duty bearers, and children to effectively implement and promote the Children's Code Act through inclusive participation, civic accountability and rights-based approaches.
Under Specific Objective 1, the consortium intends to develop a harmonized, competencybased modular curriculum covering:
1. Implementation of the Children's Code Act
2. Participatory Governance
3. Civic Accountability
4. Inclusive Advocacy
5. Child Participation
6. Community Engagement
7. Social Accountability and Safeguarding and Child Protection
The curriculum will serve as the principal training package for civil society organizations, community-based organizations, media practitioners, traditional leaders, faith leaders, government institutions, community structures and youth champions. Following development, the curriculum will be validated and adopted by stakeholders for implementation across the six project districts.
Rather than creating entirely new materials, the consultancy will build existing manuals, curricula, toolkits and training resources developed by consortium partners and other relevant stakeholders. The consultant will review, harmonizes, strengthen and update these materials into a single comprehensive curriculum while incorporating emerging thematic areas necessary for effective implementation of the Children's Code Act.
Purpose of the Consultancy
To review, harmonize, adapt and develop a comprehensive modular training curriculum that integrates existing partner training materials and incorporates additional content required to support implementation of the Children's Code Act and strengthen child participation, civic engagement and community accountability.
Scope of Work
The consultant will undertake the following tasks:
1. Desk Review
Review existing materials provided by consortium partners, including but not limited to:
1. Children's Code Act training manuals
2. Child participation manuals
3. Civic education manuals
4. Social accountability tools
5. Community Score Card manuals
6. Community monitoring guides
7. School governance materials
8. Child Rights Club manuals
9. Child safeguarding resources
10. Community engagement toolkits
11. Inclusive education and disability inclusion resources
12. Relevant government policies and training materials
13. Additional national and international reference materials were necessary
2. Stakeholder Consultations
Consult consortium partners and key stakeholders to: Understand existing methodologies and approaches; Identify strengths, weaknesses, and gaps; Determine areas requiring harmonization; Ensure ownership and relevance of the final curriculum. consultations should include relevant government institutions (particularly those responsible for implementing the Children's Code Act), children's representatives, and other technical experts where appropriate.
3. Curriculum Development
Develop a competency-based modular curriculum covering, but not limited to: Children's Code Act; Child Rights and Child Protection; Child Participation; Civic Education; Participatory Governance; Community Accountability; Social Accountability Tools; Community Monitoring; Advocacy and Campaigning; Inclusive Programming; Disability Inclusion; Gender Equality; Safeguarding; Referral Pathways; Facilitation Skills; Adult Learning Methodologies; Community Mobilization and Monitoring; Learning and Documentation.
The curriculum should include Learning objectives; Session plans; Facilitator guidance notes; Participant exercises; Practical case studies; Group activities; Reflection exercises; Assessment tools; pre-and post-training tests; Recommended references and reading materials.
4. Harmonization
The consultant will: Eliminate duplication across existing materials, harmonize terminology and concepts, standardize training methodologies, ensure alignment with national legislation and international standards, Integrate cross-cutting issues including gender, disability inclusion, safeguarding, and child participation.
5. Validation
Support the consortium to facilitate curriculum validation workshops and revise materials in line with stakeholder feedback.
6. Finalization
Submit the following final products:
1. Modular Curriculum
2. Facilitator's Guide
3. Participant Manual
4. PowerPoint Training Package
5. Training Assessment Tools
6. Electronic editable versions of all materials
Intellectual Property
All reports, curricula, manuals, training materials, facilitator guides, participant handbooks, presentations, assessment tools, datasets, and any other outputs developed under this consultancy shall become the sole property of the consortium comprising Zambia Civic Education Association (ZCEA), Restless Development Zambia, Zambia Open Community Schools (ZOCS), Kindernothilfe (KNH), and the Zambia Federation of Disability Organizations (ZAFOD).
The consultant shall not reproduce, publish, distribute, assign, or use any part of the materials developed under this assignment for any other purpose without the prior written consent of the consortium. Upon completion of the assignment, the consultant shall submit all final products in editable electronic formats together with any supporting source files, and all intellectual property rights relating to the deliverables shall vest exclusively in the consortium.
Expected Deliverables
The consultant will produce:
1. Inception Report outlining methodology, approach, and work plan
2. Desk Review Report summarizing reviewed materials and identified gaps
3. Draft Modular Curriculum
4. Facilitator's Guide
5. Participant Manual
6. PowerPoint Training Package
7. Training Assessment Tools
8. Validation Workshop Report
9. Final Revised Curriculum incorporating stakeholder feedback
Duration of Assignment
The consultancy is expected to be completed within 40 working days from the date of contract signature.

Required Qualifications
A Master's degree in any of the following fields: Education, Curriculum Development, Law,
Human Rights, Development Studies, Social Sciences Or a related discipline
Experience
At least seven (7) years of demonstrated experience in: Curriculum development, Adult learning methodologies, Training manual development, Child rights programming, Governance and civic education, social accountability programming, Community development, Child participation and Facilitation of stakeholder consultations and validation processes. Experience working on European Union-funded programmes will be an added advantage.
Essential Competencies
The consultant should demonstrate:
1. Strong curriculum design and instructional development skills
2. Comprehensive understanding of the Children's Code Act
3. Knowledge of child participation principles and practices
4. Familiarity with civic education and social accountability methodologies
5. Excellent technical writing and editing skills
6. Proven experience harmonizing multiple training resources into a single curriculum
7. Excellent facilitation, communication, and stakeholder engagement skills
